Visa applications for Hungarian residence permits are submitted at the consular section of the Embassy.
Client services are provided strictly based on prior appointment bookings, and individuals arriving without an appointment cannot be received.

Application forms required for the procedure can be downloaded from the website. Please ensure all forms are downloaded and completed prior to arrival, and bring them with you when submitting your application. All documents listed on the website must be submitted in their original form, along with a copy of each. If the application is incomplete, the applicant will receive a request for additional documentation, and processing will not begin until the deficiencies are addressed.
Fee for Submitting a Residence Permit Application:
The application fee, payable upon submission at the Embassy, is €110.
- Exception: Applicants who have been awarded the Hungarian Stipendium Hungaricum state scholarship are exempt from the application fee.
D-Type Visa – Long-Term Stay (Exceeding 90 Days)
Regulations for stays exceeding 90 days fall under the jurisdiction of individual countries; therefore, there is no uniform practice among Schengen member states. Applications for residence permits for longer stays in Hungary are evaluated by the NDGAP. The application can be submitted at the relevant Hungarian diplomatic mission. Upon approval, the applicant will receive a D-Type visa valid for a maximum of 30 days, enabling them to enter Hungary for the purpose of collecting their residence permit.
Applicants are required to provide fingerprints for residence permit applications. Exemptions apply only to children under 6 years of age and individuals who are physically unable to provide fingerprints.

Eligibility to Submit a Residence Permit Application:
- Azerbaijani citizens.
- Non-Azerbaijani citizens, provided their home country does not have a Hungarian visa-issuing diplomatic mission and they are legally residing in Azerbaijan.
The Embassy will notify applicants of the decision via phone or email.
Validity of the Issued Visa:
The visa permits a single entry into Hungary and is valid for 30 days from the date of entry. Within this validity period, the applicant must report to the relevant regional directorate of the OIF to collect their residence permit.
The residence permit is issued in a plastic card format and contains the applicant's photograph and fingerprints stored on a chip.
Travel with a Residence Permit:
The residence permit, along with a passport, allows short-term stays (not exceeding 90 days) in other Schengen member states. However, it does NOT grant permission to travel outside the Schengen Area.
APPEALS:
Applicants may appeal a negative decision (rejection) within 8 calendar days of receiving the decision.
Fee for Appeal Process: €160, payable upon submission of the appeal.
Appeals can only be submitted with a prior appointment, which must be booked online through the reservation system.
Required Documents for Appeals:
- Appeal request: Written in one of the official languages of the European Union, preferably in English or Hungarian.
- New supporting documents: Previously unsubmitted documents that support the application.
After scheduling an appointment online, the appeal must be submitted in person at the Embassy.
Within 3 calendar days of receiving the decision on the appeal, a request for judicial review can be submitted to the competent Hungarian authority.
In the case of a rejected application, the applicant may submit a new application at any time, with the payment of the visa fee required for each submission.
