Marriage and birth certificates for foreigners

In Azerbaijan, marriage and birth certificates can be obtained in person through the ASAN xidmət. It is not possible to obtain documents electronically.

Marriage certificate for foreigners (List of required documents):

  • Written applications from persons wishing to enter into marriage;
  • Documents confirming the identity of the persons wishing to enter into marriage;
  • A certificate of marital status issued by the competent authorities of the country of citizenship or permanent residence of foreigners or stateless persons and duly legalized (the said certificate is valid for 6 months from the date of issue);
  • Previously married persons must submit a certificate (copy) of the dissolution of marriage or a copy of the death certificate of their husband (wife), or a legally effective court decision on the invalidity of the marriage or an extract from it;
  • A certificate confirming that the persons wishing to enter into marriage have undergone a medical examination
    Document on payment of state duty (10 manat).
     

Marriages are concluded by the Registration Department, and the representative office of the executive authority in the presence of the persons wishing to enter into marriage no earlier than 1 month from the date of their application.

In case of good reasons, the period for concluding a marriage may be reduced or extended by the Registry Department,, or representative office of the executive authority for a period not exceeding 1 month.

Good reasons that may serve as grounds for reducing or extending the period include urgent long-term business trips or moving to another place for permanent residence, having children together, pregnancy of the woman who wants to get married, serious illness of the spouses or their close relatives, conscription into military service, and other circumstances. These circumstances must be confirmed by appropriate documents (business trip sheet, medical certificate, birth certificate, etc.).

In special cases (pregnancy, having a joint child, both parties wishing to enter into marriage being over 50 years of age), the marriage may be concluded on the day the application is submitted.

The marriageable age in the Republic of Azerbaijan is set at 18 years.

Birth certificates for foreigners (List of required documents):

  • Parents' identity documents;
  • Parents' marriage certificate (apostilled);
  • Birth certificate of parents (apostilled);
  • Document from a medical institution confirming the fact, time and place of birth (Form 103);
  • If the child was born outside a medical facility, a document issued by the doctor who assisted in the birth or to whom the parents consulted after the birth;
  •   If the child was stillborn, a certificate issued by a doctor confirming the stillbirth;
  • If the child died before the mother left the medical facility, a certificate issued by a doctor regarding the birth and death;
  • A doctor's certificate regarding the child's health after the 1-month period specified for birth registration has passed (10 manat penalty for late registration).

Only parents (father or mother) who are officially married or one of them, or the mother in the absence of an official marriage, or if the parents are unable to apply for certain reasons (if they become ill, go on a long-term business trip, are outside the country, die, etc.), relatives, neighbors, the management of the medical institution where the child was born, or other persons apply to the registry office, consular office, or representative office of the executive authority.
