The new regulations, which will apply from 14 December 2019, provide for mandatory control of luggage and stricter rules on plants and plant products imported in small quantities (consumption quantities). This means that for some plants, even a single crop can only be shipped from Azerbaijan to the Member States of the European Union if they have a plant health certificate.

There are only five fruit types (pineapple, banana, date, durian and coconut) that can enter the EU without a phytosanitary certificate.
